
Is the Czech Republic donating 2 billion euros to Ukraine for medical aid? No, that's not true: The Czech Republic will reconstruct Ukrainian hospitals for 98 million euros (2.5 billion koruna) using the EU's Ukraine Facility Program funds, allocated by the bloc for Ukraine's aid. It is not the Czech Republic's money, and the amount is not 2 billion euros.
The claim appeared in a video (archived here) published on TikTok on May 7, 2025. The video shows what appears to be an artificially generated picture of Czech President Petr Pavel shaking hands with Ukrainian President Volodymyr Zelenskyy, allegedly during Zelenskyy's visit to Prague in May 2025. Zelenskyy's head and look seem unnatural, and the description on the account posting it reads: "AI, artificial intelligence and everything around it," as translated by Lead Stories staff. The text overlay in Czech shows the date of May 4, 2025, and reads, as also translated by Lead Stories staff:
Confirmed: Zelenskyy came to Prague to get 2 billion euros.

The above post refers to the visit of President Zelenskyy, his wife Olena, and other Ukrainian top officials, including Ukrainian Health Minister Viktor Liashko, to Prague on May 4-5, 2025. During the trip, Zelenskyy met with the top Czech representatives, including Czech President Pavel (archived here) and Prime Minister Petr Fiala (archived here). There is no trace, though, of that picture in the media covering the event.
Olena Zelenska, Ukrainian Health Minister Liashko, and his Czech counterpart Vlastimil Valek (archived here), took part in the Global Healthcare Initiative for Ukraine conference (archived here), an event focused on rebuilding the medical infrastructure and helping hospitals and health institutions of the war-torn country, held in Prague on May 5-6, 2025.
At the event, Czech minister Valek mentioned, during his speech, that Czech companies would reconstruct six Ukrainian hospitals, using EU funds of 98 million euros (2.45 billion koruna) allocated specifically for medical aid to Ukraine, as reported (archived here) by the Czech state news agency CTK on May 5, 2025.
This was picked up by anti-government trolls, who have criticized the current government for aiding Ukraine instead of taking care of its people, and alleged (archived here) that the Czech Republic would donate 2.5 billion koruna to Ukraine to reconstruct hospitals, which is not true. The above TikTok post quotes a wrong figure as well, 2 billion euros, in the overlay caption.
A statement (archived here) about the medical aid project was also published on the conference's website. It specifies that the reconstruction will be funded via the EU's Ukraine Facility Program (archived here) and adds that it presents "a significant boost" and opportunity for the Czech manufacturers and exporters of medical devices.
The agreement on the commitment of the Czech Republic and Czech companies to reconstruct Ukrainian hospitals using EU funds was already announced during the Czech health minister's visit to Ukraine in April 2025, by both Ukrainian Minister Liashko (archived here) and Czech Minister Valek (archived here) on their social media accounts.
