No, that's not true: Neuralink is meant to help people with disabilities, like quadriplegia, for example, function better and interact and communicate with the world -- it is not meant to control what a person thinks.
The claim appeared in a video (archived here) published on TikTok by @verteneverte3 on October 26, 2023.
The person speaking in the video is an economist and conspiracy theorist, Peter Stanek. In the TikTok, he says:
Elon Musk realized that what the elites want to do with the world isn't too 'Kosher'. The Multiverse project as well as Neuralink were aimed to make people have only 'correct' thoughts.

Peter Stanek is a professor of economy, former state deputy of the Minister of Finance during the last government of Vladimir Meciar, and has served as an adviser to the Slovak prime ministers Robert Fico and Peter Pellegrini in the past. He prides himself on being an expert prognosticator, but he is very often very wrong, writes one of Slovakia's top news outlets Aktuality.sk.
He describes parapsychological skills such as telepathy or recognition (foreseeing the future) as one of his top characteristics on his website.
Stanek has been described by reputable mainstream media as a conspiracy theorist and has been a guest on misinformation media shows, such as InfoVojna and others.
The claim made in the TikTok that Neuralink is a tool to control what people think is baseless. Neuralink, Musk's brain implant company aimed to treat several medical conditions, is working on a brain-computer interface, or BCI, a system able to collect brain signals, analyze them, and translate them into commands to control an external device. It is meant to help people with medical conditions, not to ensure people "have only the right thoughts."
